Doesn't this mean that Congress would have to pass a law undoing that commitment? They can still avoid it, they just have to be up front about it?

Yes it's exactly what it means. This is like him getting pissed that Congress wouldn't be allowed to just de-fund social security and stop sending checks. It's a hack trick and no one should actually want Congress to operate that way. They should take real responsibility.

Or a voice for the federal government honoring its contractual agreements, which is probably a bigger deal overall than the particulars of the decision as it relates to the ACA and affected parties.
