It makes a lot more sense when you realize Obi-Wan was the villain the whole time.
C3PO’s memory was wiped at the end of III. R2D2, like Obi Wan & Yoda, was clearly trying to “protect” Luke from knowing the full truth, misguided as that may have been.
When they made Star Wars, episode 4, they did not plan for Darth to be Luke’s father. That’s why R2D2 said nothing.
