        People simply do not need to congregate in buildings to practice their faith. It is as archaic as the rationale for their religious beliefs. Why should non-believers be put at added risk in the community for the sake of ancient rituals?

        Nope. Openings should be based on size of crowds or percentage of fire safety capacity, ie content neutral with some exceptions or bending of those rules for essential services like grocery services.

        Leave it to the churches to decide, they could have raffles or just advance signups. The signup sheet is how the local parish handled letting in 10 people at a time for Adoration.
