Presidents do have some emergency powers in an epidemic (some of which are granted by Congress), but they relate to *closing* things (still mostly borders, federal property, etc). Trump's power to re-open the economy consists almost entirely of (1) political influence & (2) using federal incentives. The latter is limited by law, the former by the fact that he's Trump.

As I've been saying since 2015, the great threat is not that Trump expands presidential power, but that he degrades it. However, encouraging the reversion of state power to state governors at the expense of the White House is a good thing, even if it's temporary.

It's bad to hand over executive power to unelected agencies & courts. It's good to cede power back to states that never belonged to the president.
