Trump's power to re-open the economy consists almost entirely of (1) political influence & (2) using federal incentives. The latter is limited by law, the former by the fact that he's Trump.

Losing in court, under the precedent set in the Medicaid case. You can't commandeer the states. Also, states are likely to just ignore him.
