        Trump's power to re-open the economy consists almost entirely of (1) political influence & (2) using federal incentives. The latter is limited by law, the former by the fact that he's Trump.

        As I've been saying since 2015, the great threat is not that Trump expands presidential power, but that he degrades it. However, encouraging the reversion of state power to state governors at the expense of the White House is a good thing, even if it's temporary.

        Anyone else remember when the GOP was freaking out about Executive over reach on Obama's part? TURNS OUT THEY WERE THE ONES WE SHOULD WORRY ABOUT. I remember when there used to be a conservative party that promoted states rights, small govt, reducing govt burden on citizens...

        I think these analyses are missing a crucial step. If any presidential powers can be read to allow shutting things down, then they necessarily allow for the president to take steps to remove such barriers. If comprehensive, they would preempt state & local rules to the contrary

        Correct . I would think Trump would "advise " reopening with caveat that governors make final decision. He must know what media would do to him if it was his decision and 1 person died from virus after. Media very predictable at this point.
