      What do you mean “worked”? The modeled estimates on travel bans show that the best they can do is delay the spread of the disease by a few days to maybe a few weeks.

      Precisely. Closing the borders is an element of the approach used by countries like New Zealand that have been praised for their reactions. We greatly reduced visits from China. Could have gone further.

          Buying time is only worth something *if* the government uses that extra time to prepare. Otherwise it just shifts the curve to the right. China travel restriction went into effect on 2/2. Delay relative to counterfactual = 2-21 days. What did gov accomplish w/ that extra time?

          My point is that those travel restrictions *could* have flattened the curve *if* the government used the extra time to prepare. They didn’t, the effect of the travel restrictions just shifted the curve to the right.

          Doing one part badly isn't an argument for doing all parts badly e.g. testing was main bottleneck re: controlling domestic spread, and the reasons for that had to do w/ legacy institutional processes 'minimizing travel' is something easy to do; changing how FDA works, less so
