A new, hybrid people can of course be created the same way any people is created: by a shared history. (In 1492, neither Mexicans nor African-Americans existed). But to contend for a specific, distinct Mexi-Korean identity in Los Angeles excludes Mexicans in Texas, Koreans in NY.

Only in point of origin and skin color. Culturally they would have little in common with black Americans because they have their own ethnicities and cultures. They would be Ghanian-American or Nigerian-American.
