The thing to note is that Perot generated his own turnout like Bacon generates its own grease. The turnout drop from 92 to 96 mostly lines up with the drop in the Perot vote.

Yeah, Dole got a few more votes than HW, Clinton a few million more, but Perot went from 19M to 8M.
