How low was turnout in the Dole-Clinton race? Only in 1864 & 1996 was turnout less than 95% of the prior election, & 1864 half the states had seceded.

I used to go with election day weather: good weather favors a Democratic turnout. Not that matters any more in the days of automatic absentee ballots.
