Pennsylvania was 1780. I'm not aware of a municipal ban before that, have I missed something?

I was taught the abolitionist movement began in Philadelphia, and it happened before the revolutionary war, but I could be wrong.

Yes, that's correct, the popular movement did. It dates back to the 1750s-60s. It just didn't change the law until 1780.
