Thought Philadelphia was the first overall

Pennsylvania was 1780. I'm not aware of a municipal ban before that, have I missed something?

To the Smithsonian! https://nmaahc.si.edu/blog-post/vermont-1777-early-steps-against-slavery … Vermont's July 1777 declaration was not entirely altruistic either. While it did set an independent tone from the 13 colonies, the declaration's wording was vague enough to let Vermont's already-established slavery practices continue.

The Somerset ruling didn't actually abolish slavery (though many thought it did!). It basically said that under British common law, there can be no presumption of slavery's legality unless explicitly sanctioned by law.

In the specific case under consideration, Judge Mansfield ruled only that a slave could not be taken out of England against his or her well.
