There are also tools Congress can use to protect the integrity of special counsel investigations even under the current system. In some states, the AG is independently elected. Has there been analysis about whether this is more effective at checking the governor and other executives, and whether it could be upscaled to the national stage? (A constitutional amendment would probably still be required.)

Also, state AGs typically have a very small criminal enforcement footprint. Most prosecution is done by local DAs, or by the feds.
