The executive-branch norm argument for him is absolute garbage as evidenced by his forcing through a third term by getting his city council to change the rules to make that happen for him.

Such folks may be overlooking the fact that Bloomberg's 'executive norms' included buying himself a third-term as Mayor of NYC, by busting term-limits bylaws underhandedly, with the not-so-novel justification that, "Après moi, le déluge." He literally said he was indispensable.
