He is in many ways the "real" version of what some people said they were attracted to in their image of Trump: pragmatic, no nonsense, cost/benefit driven, and able to run the government like a business. I'm not saying that I agree with desiring such, but he is the real version.

Reading the article, it begs for further explanation as to his motivations for seeking office and pursuing these things (like the "big gulp" ban). I mean if he is not concerned about the people themselves, why pursue it?

He sees people as a commodity. Nothing more. Nothing less. His policies as mayor reflected this paradigm. Thus, the primacy of the Bloomberg state will always render the needs and concerns individual as a tertiary consideration.
