A UBI is fine as a complete replacement of the welfare system, much like Friedman’s negative income tax idea. But of course it would have just been stuck on top without any other reforms

I dont dismiss UBI as an idea worth exploring. As long as it would replace the labyrinth of means tested welfare programs that "phase out" the desire to work harder for each successive dollar (of reportable income)
