Given the strength of the economy at the time, no way Bush wins in 2000 without running on 'moral values' and 'restoring honor & integrity to the WH', both of which underscored the impeachment of Clinton. Without impeachment, there is no Bush presidency.

What also helped was that GOP large donors & party leaders - still stinging from the Dole loss in 96 - settled on GWB very early, one reason why McCain had a hard time gaining traction in the primaries.

I'm shocked that some people seem to think that in an election as close as Bush-Gore 2000 Clinton's behavior counted for zero. Anything could be decisive!
