No, nor should the Senate cancel a vote on the articles. But both Reagan & Clinton likely could have gotten away with ducking debates, as candidates far ahead in statewide races have sometimes done.

Colour me unconvinced. "This thing is over" is an argument that has a way of becoming self-fulfilling, which is why it's an argument that should nearly always be rejected. Make the thing actually happen; don't just assume it and move on.
