I suppose I could imagine a scenario where someone barely meets the standard for impeachment but should not be removed. But I'm having a hard time figuring out a specific case where that would be true. During a major war, maybe?

The media has been blind to this. If Nixon has not been so broadly unpopular, might he not have been impeached? Big part of the calculus now is not fear of Trump but fear of voters who like Trump and would punish Republicans.

But the actions go specifically to the *ability* to remove the President from office. Unless Rubio believes the election will be fair (and he might!), this is a general statement which means nothing in context.
