Yes. But my intuition is that "the law is stupid" sentiment seems to do a lot more to ruin the law's reputation than "the law is imperfectly enforced" sentiment. A stupid law well-enforced might maximize disrespect.

Too many stupid laws also drains enforcement energy away from laws that are actually core sovereign functions.
