this is a sincere question for the legal/budget wonks out there: if Trump can raid 15 billion or so from the Pentagon for the border wall, what’s the stop the next Dem president from raiding defense dollars to pay for expanded Head Start or biomedical research?

To answer Sam's question, I think what happens is all the loyalists who defended Trump would pretend to have principles again, and pretend to be very offended by the Democrats' power grab, but face no consequences from peers or the media for their situational ethics.

Remains to be seen whether those situational ethics extend to the courts, particularly the Supreme Court. Early signs don't look great, but the good news for the loyalists is I really doubt Dems will engage in this kind of turnabout anyhow.
