The gimmick isn't to not have a vote, it's to vote on the articles and then not send them to the Senate. Like a "sealed indictment" some moron said a while ago.

I don't know how well that would go over with the base. I do know that would make Trump's impeachment look even more like a gimmick than it already does, which probably won't go over well with swing voters, and won't save vulnerable Dems from having to vote on impeachment.
