Several problems with this argument: 1) The Dems were wrong re: impeachment in 99 2) Bill did many things - leveraging foreign aide $ in order to smear Bob Dole isn't one of them 3) If you want #2 to become the norm, for the GOP AND the Dems, then let Trump get away with this
