“The president is constitutionally-entitled to set his foreign policy agenda.” Yes. But if that agenda includes attempts to strong-arm an ally into investigating lunatic conspiracy theories and political rivals, then the House is constitutionally-entitled to impeach him.

I did read your tweet. Because Congress appropriates doesn't mean the money gets spent. It specifies what the money can be spent on. If an agency or branch has a reason the money shouldn't be spent that is within their right and jurisdiction. Am I wrong?
