But, the kids that are getting sponsorships can probably then afford to turn down the scholarships maybe freeing up scholarship money for other programs, lower tier athletes, or academics.

I'd have to think more about this, but perhaps no federal funding provided to a school could be used for a scholarship to an athlete who cashes in. No sense penalizing tax payers and makes more funding available to non-athletic students. Or just get rid of SJW Deans.
