How does this contradict that? The Senate can resolve whatever it wants, it just can't stop the House. I agree that the "due process" language is silly, but otherwise it's just laying out an argument about House precedent.

Yes, the senate can resolve whatever it wants, but given that all constitutional authority rests with the House, it’s transparently absurd to object to what the House is doing. As for past practice”, an n of three isn’t much to work with.

"The House of Representatives shall choose their speaker and other officers; and shall have the sole power of impeachment." Why cant this be interpreted as "The whole House should vote", not "The majority party can just do what it wants"? The majority party isnt "The House".
