Exactly, he butters up people he's negotiating with all the time (domestic & int'l). It looks weird, not "normal diplomacy" but he always says "I know XYZ and XYZ people are wonderful, your are amazing" It's almost like a tic he has, vs some nefarious traitorous purpose
