Thanks Dan. Yes, multiple pieces & I don't know what all forms said or when. But my piece is on policy-not forms, other than that form language suggests policy was not to accept complaints based on second-hand info at some point. You're correct. The point the rebuttals are trying to do, is obscure what the original problem was: Second hand info doesn't rise to the level of urgent concern, & isn't reported to congress. Dems were shrieking that DNI didn't send WB report to them.
