I actually don't disagree with this. Right now Congress is staffed by children and a few old hands. Very difficult for mid career people to work there and they are key for effective committee work, etc.

Actually, yes the country *does* need this. Either Congress has institutional expertise over those areas they oversee or they are at the mercy of lobbyists. Not all lobbyists are bad but they ARE biased by definition.

What the hell do we pay the entire administrative state FOR then? They're supposed to be the ones who have expertise in the areas they administer. Congress doesn't need a 2nd group feeding at the govt trough.
