You read the whistleblower letter, you see someone who was obviously building a prosecutorial case against the Commander-in-Chief. That's a terribly unhealthy dynamic; the system can't function that way on a regular basis.

"If the intelligence community doesn't like what the president is doing, it will retaliate by releasing sensitive information to the public" is intolerable in a democracy. It's also unsustainable.
-
Don’t worry. Such tactics will be viciously shutdown the minute the IC leaks sensitive information during a Democratic Administration. And the media will lead the charge.

OK. To some extent, I am willing to put this on Trump. He heads the executive branch, but he treats it like the opposition party a lot of the time. If a president leads well, his people should follow well and trust him. If not, then that's on him.
-
I certainly blame Trump for provoking it. But it is a problem that pre-existed him and will outlast him.

He followed a procedure for IC whistleblowing. Which this wasn't. Shameful that the DNI repeatedly endorsed that practice today in an exercise that occurred solely because of that misuse of the process.
-
Fair: McCarthy has a strong argument that this procedure doesn't actually apply to the POTUS. My point is, this was put together & sent up the chain of command via regular channels.
