Do I think Trump is to blame for a good deal of that? Yes. But resistance from the bureaucracy to the elected Commander-in-Chief has been a problem before. And I fear that the end result of Trump's presidency will be to strengthen this tendency.

The idea, bruited about by Trump partisans, that he is somehow humbling the "Deep State" is almost 180 degrees opposite from how things have worked. As usual, one of the greatest risks of Trump's presidency is its empowerment of his enemies.

The media behaves as if monolithic. The same can be seen in pretty much every aspect of big city life, aka the only places that voted for Hillary. Trump is being set upon as if he is destroying a monolith. Quite likely the deep state works in cells, but with a common goal.
