Such a report is like a civil complaint or an indictment: allegations, not evidence. It may *cite* evidence such as documents, and it may say things the whistleblower would repeat as testimony, but by itself, it's not evidence.

The complaint is the predicate for the impeachment proceedings. French’s remark did not grasp that and that only the complaint would be responsive to concerns of House Democrats.

Predicate & evidence are two different things. You're knocking David as a lawyer for making a distinction that comes naturally to lawyers.
