The central piece of evidence is the report—about which we know next to nothing—not the phone call.

Such a report is like a civil complaint or an indictment: allegations, not evidence. It may *cite* evidence such as documents, and it may say things the whistleblower would repeat as testimony, but by itself, it's not evidence.
