One reason for this is that House Democrats can be blamed for the decision to hold impeachment proceedings; the Senate just has to vote Yes or No. Another is that there's a lot more Ds in swing House districts. But for Gardner, or Collins, an impeachment vote is lose-lose.

Outside of Doug Jones, who is toast anyway without another miracle, I can't see a Senate Democrat up in 2020 who would have a real downside to voting for impeachment.
