It's a waste of scarce space that airplanes still have no-smoking lights over every seat, since unlike the seatbelt light, they will never go off.
Still no reason to require the signs above every single seat.

#1 is the only one you need as an airline. By your argument, you wouldn't need a sign in the lav about a penalty for tampering with a smoke detector. Or any sign to say don't put things down the toilet except for toilet paper.
