If current trends continue, in 2040 half the population will live in eight states. That raises real questions about how a Senate or Electoral College can be consistent with a fair democracy. That’s much worse than an occasional run-off election.

Look in other contexts you have said both Clinton and Trump had "broad coalitions" and now you're saying Democrats are a "regional party." Do you understand why I think we need to come up with clearer standards to have a useful discussion?
