If current trends continue, in 2040 half the population will live in eight states. That raises real questions about how a Senate or Electoral College can be consistent with a fair democracy. That’s much worse than an occasional run-off election.

That is a county measure, and who cares about that either? Better to note that Clinton counties cover like 55% of the country's population, to emphasize the arbitrary ridiculousness of "geographic clustering" as a concept at all.
