I think the Gulf War really distorted perceptions. He was at 53% in the fall of '90, with the economy slipping into recession and the GOP at war over his tax hike. By the fall of '91, he was back there -- with the economy still heading south and the war afterglow faded out

Certainly the 70-90% surge was temporary. And only the huge size of the Reagan coalition allowed him to get elected in the first place while it shrank.
