As a matter confined to social science, sure. When social science is applied to public policy, however, the limitations of social science should not be projected to constrain policy.

If a policy maker doesn’t have a reasonable idea of the effects of his policies because the social science is awful/nonexistent, why would you want him to act? His actions could undermine your goals.

What is the opposite of "act" - leave in place the existing rules? Bear in mind that policymakers had to act without social science for most of human history. The whole field of political philosophy developed without it.
