I think in any social debate, the onus is on whoever is proposing a departure from established tradition & practice, though that burden is higher if one proposes to reduce rather than expand human liberty.

Onus is on who/whatever is to be forced upon another. Positive vs. Negative Rights. If we are enforcing negative rights, those paying the social/economic/etc...bill has a say. Why it was important to have had minimal negative rights if we were to have had a free society.

As a matter confined to social science, sure. When social science is applied to public policy, however, the limitations of social science should not be projected to constrain policy.
