Generals follow a chain of command. As do (or should) professional diplomats under the ambassador. SECDEF should still be the president's guy.

The DCM should in general be handling those tasks, especially since as career professionals, they are better suited to those sorts of managerial duties. The Ambassador is a *political* appointee, serving a different set of priorities than running the State Dept bureaucracy.
