You were never required to be white. You just had to own land (which meant some business), which is where most taxes at the time came from. The F F's would never believe that Seattle Dems would bribe welfare leeching crackheads with drugs to keep themselves in office.

The Founding generation assumed that voting qualifications would be set by the states. So, the Constitution at the time neither required nor prohibited voting by the unpropertied, or African-Americans, or women. That was, of course, changed in later Amendments.
