One thing Joaquin Castro's stunt convinces me of: at a minimum, it's time to raise the dollar threshold for what individual donations need to be reported. There's no reason why giving a few hundred dollars, in today's environment, should put you permanently in a federal database.

I leafed through Buckley v Valeo (1976) in which the tension between free speech and association versus public disclosure was discussed. Goal of outing corruption won, subject to subsequent review.
Castro's stunt was what people feared, avoided.
Reporting limit was, IIRC, $10.
