Harris rightly views the president’s role to represent the people; this congress represents the gun mfrs. Executive action is fully justified; let the courts define the contours. But to not act in this health crisis—and gun violence is an extreme health crisis—is not an option

I mean, you're not wrong, at least in part: the court has defined the contours of what is permissible in McDonald and Heller. Gun-control lobbyists just don't like these constitutional protections.

Now that SCOTUS has decided that the President can legislate and appropriate funds without Congress via the magic of Emergency declaration, I look forward to the next Dem Pres tacking guns, healthcare, climate crisis, etc.
