I’m not arguing that, obviously, since the Obama Administration published the warning around October 6th 2016. I’m arguing Mitch McConnell did not follow suit with Senate action or bipartisan support. Another example of his weakness and recklessness on Russia.

You're being pretty disingenuous here. You know there were separate issues at play that influenced one another, including 1. Trump's claims that the election would be rigged AND 2. Russian interference.

So, w/ one party screaming "rigged!", of course Obama wanted bipartisan support when addressing election interference. When he requested it, McConnell threatened to accuse him of making partisan allegations. As a sitting president.
