A majority is 50%+1. More votes than others but less than 50% is a plurality. Clinton x3, Gore, Kerry - all less than 50%
That's an extremely deceptive way to phrase that! The Democrat has received more votes than the Republican in 6 of 7. And 2 out of 7 for majority is twice as often as Republicans. (Another example of deceptive phrasing.)
If neither party gets a majority, that means third party and independent candidates potentially affect the outcome.
Since 1992, the Democratic presidential candidate has received the most votes in six out of seven elections.
You could go further- in 2017-2018, Republicans held 70% of all elected offices in the USA. Part of that is due to GOP-dominated areas having more elected offices at the county level than do Democratic areas, but by no means all of it.
