      Since 1992, Democrats have won a majority of the national popular vote twice in 7 presidential elections, 4 times in 14 House elections. Maybe that permanent majority still needs work.

          A majority is 50%+1. More votes than others but less than 50% is a plurality. Clinton x3, Gore, Kerry - all less than 50%

          That's an extremely deceptive way to phrase that! The Democrat has received more votes than the Republican in 6 of 7. And 2 out of 7 for majority is twice as often as Republicans. (Another example of deceptive phrasing.)

          You could go further- in 2017-2018, Republicans held 70% of all elected offices in the USA. Part of that is due to GOP-dominated areas having more elected offices at the county level than do Democratic areas, but by no means all of it.
