welllll unfortunately, the notion that they're *not* spending has led to trillion-dollar deficits that crush us in debt. They're spending in the sense that they need to be paid for elsewhere.

In practice, Republicans and their supporters say "tax cuts aren't spending" and then they cut taxes and keep spending the same. I know you say you don't support that, but that's what Republicans actually do.

Rand Paul is complaining about "a nearly trillion dollar deficit and $22 trillion in debt." The idea that revenue is not connected to the deficit/debt is, well, a perfect distillation of conservative budgetary theory.

Not what it says. It says tax cuts are *deficit* spending. And while tax cuts aren't literally deficit spending, they do lead to deficit spending. So he should have used "lead to", fine. The math works out the same tho.
