That is still a larger share of the seats than their share of the popular vote - not massively so, but not what you'd expect if there is a permanent structural burden on one party.

For reference: Dems won 53.4% of House National vote. But only 54% of seats (+0.6%). GOP won 44.8% of vote, but 46% of seats (+1.2%). In Senate, GOP won 39.1% of votes nationally but ended the night picking up two seats. There’s most likely a structural problem somewhere.
