2. We expect courts to take every filing by every litigant seriously, no matter how unlikely that their claim has merit. The habit of tossing barely-read frivolous filings numbs courts in a bad way, making them more likely to overlook meritorious filings by similar litigants.

3. Everybody who has been inside the court system understands that numbing effect in areas of the law where one side usually loses. It requires effort to fight against it. Barring the worst repeat offenders is a legitimate defense against it.
