This is true. I've had writers come to us from other papers and when I ask them to write a suggested headline they are sometimes surprised they'd be allowed to.

I've always written headlines for everything I've submitted anywhere. They don't always get used.

Most of the time the author has nothing to do with writing the headline.

Again, if your name is on it you are responsible. This is the adult and rational view. If you don’t like being responsible yet having no say, change the system.
